There IS a third option, one that makes sense, but I don't know if it can work, any more. Station troops outside of the country. In Turkey, Saudi Arabia, and Kuwait.

Let the Iraqi government know that if they need cruise missiles, gunships, or anything else, all they need is to call. Let the Iranians know that we haven't left, we're just regrouping.

Any incursion over the Kuwaiti, Saudi, or Turkish borders will be crushed. If the Iranians are mad enough to try anything on their border, Bad Things Will Happen.

If the Iraqi government fails to keep control in a certain area, we go in and regain control. Then we hand control to the Iraqis. In a matter of days.

No insurgency to worry about, because we aren't there.

Two things will ultimately either happen; Iraq will eventually run out of disaffected 15 to 45 year old males... because we kept setting them on fire from a helicopter, or the disaffected 15 to 45 year old males will see enough charred husks that once were their peers to decide that working with the government is the only feasible option.

Or... Iran will invade, Turkey will attack our troops, and invade, and 300,000 Iraqis and 20,000 Americans will die in a month. However, that's highly unlikely.
